Located on plot 62, Police road junior quarters, Lira City, the regional chamber will be providing legal advisory services by providing instant legal guidance to local government, department and agencies, defending them in the national courts of judicature and tribunal.

The initiative is part of the ministry of Justice and Constitutional Affairs plan to establish more network of Attorney General regional offices to decentralize state legal services, advisory, and civil representation.

Speaking at launch ceremony at the office premises on 20th May 2026, Lira resident high court Judge lady Justice Sarah Birungi said Judiciary can not work on it's own but with new systems of dispensation in place will help them to deliver Justice timely, efficiently and effectively to people.

She said it has been hard for them to travel to Gulu and Kampala to seek legal guidance hence wasting resources urging the local government leaders and the entire population with lango sub region to make the best use of the office thanking the ministry of Justice and Constitutional Affairs for briding the gap of long distance travel that has been affecting them in their daily work of delivering Justice in time.

Birungi stretched the importance of alternative dispute resolution like mediation saying its the only quickest way of reducing case backlog that are before them.

Deputy Solicitor General Charles Ouma said the idea of having having these regional offices set started long ago as stated in the national constitution of 1995 with the decentralization policy though it wasn't effected in time as expected but by the end of this week, five of these regional offices will be established inclusive of Lira that will serve the 10 district of Lango Sub region and the neighboring districts.

He said by having these regional offices will easy the work of judicial offices citing Mbarara office that was serving Greater Masaka, Kigezi and Ankole sub regions and sometimes back Rwenzori region as well.

According to Ouma this will reduce on the turnaround time interest of work, transport costs among others. " You imagine and advocate moving from Gulu running to Masindi, Hoima and Lira and bythe time they are aligned in court they are not very focus". Ouma said.

Lawrence Emmy Egole, Lira Resident City Commissioner say this is not just having an office but showing government’s commitment to bring service closer to people since for years people of Lango region had to travel long distances to seek legal advices, contract vetting and representation in civil matters that increased the the cost of doing government businesses.

Egole said by having the office of the attorney General means correcting imbalance in service delivery that protect public resources, defend government interests and advices on lawful administration.
