The registration exercise was directed by city authorities to ensure all riders are documented with scannable IDs and proper records. Okello outlined three key benefits: creating full data records of all boda boda riders, boosting local revenue collection, and improving security. He said with complete rider data, the city will be able to track wrongdoers, especially those operating only at night. He cited murder of a local leader where a boda boda was used in the crime.

Speaking to Some Boda Boda boda riders requested to pay the UGX 35,000 in installments. At the start, a section of operators also threatened to drag Lira City Authority to court over the mode of collection, demanding that all money be paid directly to the City bank account instead of cash. Despite the concerns, Okello said the registration continues to bring order and accountability among boda boda operators in Lira.
