MP Leo Elem Demands Probe Over Missing Classroom Block at Anara Primary School

ALEBTONG -29/JULY 2026: Moroto County Member of Parliament Leo Elem has demanded an immediate investigation into the alleged misuse of government funds meant for the construction of a four-classroom block at Anara Primary School in Alebtong District. The legislator raised the matter during a thanksgiving ceremony at Alira Primary School,revealing that he had formally petitioned the Alebtong Resident District Commissioner (RDC) to investigate what he described as glaring irregularities in the implementation of the government-funded project.
According to MP Elem,the government released UGX 105 million for the construction of a four-classroom block,but only three classrooms were built,raising serious concerns over accountability and possible misuse of public funds. "I am not fighting individuals,but I will continue fighting corruption wherever it exists in Alebtong District," Elem said. "If district authorities fail to provide a satisfactory explanation,I will ensure that the contractor responsible is held accountable.
" The MP warned that if the district leadership fails to present a credible report on the project,he will petition the Inspectorate of Government (IGG) to launch a full investigation into the matter. The Chairperson of the School Management Committee (SMC) at Anara Primary School, Milton Odongo,acknowledged that the three classrooms constructed are of good quality. However,he questioned why the contractor failed to complete the fourth classroom despite the original government plan providing for four classrooms. "We were informed from the beginning that the project would deliver four classrooms.
"What we see on the ground does not match what was approved," Odongo said. Aloi Sub-county LCIII Chairperson Jimmy Kasule said local leaders had sought clarification from district officials but were reportedly told that the original project documentation mistakenly indicated four classrooms,insisting that the approved design was for only three classrooms. However,Alebtong RDC Geoffrey Okiswa confirmed receiving the complaint and said he had already consulted the Former Chief Administrative Officer (CAO),Franko Olaboro who has been transferred to Kalaki district. According to the RDC,the Former CAO explained that although the initial government plan proposed four classrooms, the available funds were insufficient to complete all four.
He maintained that no government money was stolen and that the budget was instead used to construct three classrooms. Okiswa further identified Wanyii Construction Limited as the contractor that executed the project,adding that the company completed the works according to the revised scope of work.
Despite the explanation,documents seen by local leaders reportedly indicate that approximately UGX 101 million was spent on constructing only three classrooms, even though the government had allocated UGX 105 million for a four-classroom block.
The conflicting accounts have intensified calls for an independent investigation,with MP Leo Elem insisting that the public deserves full transparency over how taxpayers' money was spent.The matter is expected to attract further scrutiny as pressure mounts on district authorities to produce official project documents and account for the missing classroom.
