Dokolo RDC Demands Integrity as IG Orders Dismissal of Four Officials Over Forgery Scandal

The Resident District Commissioner (RDC) of Dokolo, Barbara Akech, has called for integrity in public service and vowed to enforce accountability following the exposure of a forgery scandal involving four public officials, including Dokolo’s own District Inspector of Schools.

The Inspectorate of Government (IG) on June 4, 2025, ordered the dismissal of Mr. Okello Denis Livingstone, among three others, for allegedly using forged documents to secure government positions. 

The directive, signed by Deputy Inspector General of Government, Mrs. Anne Twinomugisha Muhairwe, also implicates officials in Bundibugyo and Koboko districts.

Speaking to Qfm News desk, RDC Akech expressed disappointment over the growing trend of document forgery within public service and emphasized her commitment to ensuring that such individuals are held accountable.

“As the head of security in Dokolo, I will ensure that the accounting officer of the district fully complies with the IG’s directive to dismiss Mr. Okello Denis Livingstone. Ugandans must work hard, earn their qualifications honestly, and desist from using dishonest means to gain employment," said Akech.

Forgery Cases Uncovered by the IG

1. Okello Denis Livingstone: District Inspector of Schools, Dokolo DLG

Mr. Okello forged an appointment letter claiming he had been deployed as an Assistant Education Officer by the Education Service Commission under Minute No. 64/2007 (677). Upon verification, that minute referred to a different individual, Kagawa Juliet, who was legitimately appointed to teach English and Literature.

In June 2007, Okello presented falsified posting instructions from the Ministry of Education and Sports (MoES), purportedly deploying him to Kangai Secondary School to teach Geography. The documents, referenced under Minute No. 10/2007 (677), were later confirmed to be fake and non-existent.

Shockingly, Okello reused the same falsified documents in 2018 when applying for the position of District Inspector of Schools. He was appointed and confirmed on October 24, 2018, based entirely on fraudulent credentials.

2. Charles Agaba: Assistant Inventory Management Officer, Bundibugyo DLG

Agaba, who joined service in 2008 and was confirmed in 2010, used forged academic documents—including a counterfeit Kyambogo University degree—to demand promotion in 2019. After being denied, he sued the district and won a UGX 35 million compensation. The IG later found that his academic qualifications were forged, making both the promotion claim and court compensation unlawful.

3. Ithungu Eve: Parish Chief, Bundibugyo DLG

Ms. Eve gained her role by submitting a forged diploma in Public Administration from Uganda Pentecostal University. She was appointed Parish Chief under Minute No. 1/DSC/2022 by the Bundibugyo District Service Commission.

4. David Dimba Kenyi: Principal Education Officer, Koboko Municipal Council

Kenyi was appointed in December 2018 using a falsified equivalency letter from the Uganda National Examinations Board (UNEB), which allegedly converted his Sudanese school certificate to the Uganda Certificate of Education. UNEB has since denied issuing such a letter, rendering his qualifications invalid.

According to the IG, the officials’ actions violate Section 382 of Uganda’s Penal Code Act, which criminalizes the fraudulent utterance of false documents.

Mrs. Muhairwe emphasized that the dismissals are part of ongoing efforts to cleanse public service of corruption and ensure ethical recruitment.

“This is a wake-up call to all government entities to carry out thorough vetting of applicants and verify academic documents with issuing institutions. We must restore trust in public institutions,” she stated.

The IG urged District Service Commissions to enhance transparency and due diligence during appointments to prevent such breaches from recurring.
