NRM-PLU Approach In Building a Democratic Wealth and a Citizens’ Economy

The first step is Philosophical!

In the history of phenomenology, different sets of ethical problems and phenomena have always emerged, concerning, for example, our access to values, service delivery, public accountability and ethical responsibility. Imagine NRM government has always kept its promises of elevating everyone from household poverty to middle-income economy?? But we have been failed by our colonial civil servants!!. All these years NRM government has been channeling money to all the District Local Government (DLG) for Roads, Schools, Health, social services, and Wealth creation under Parish development model (PDM), Emyogga, cattle re-stocking and presidential Industrial HUB to skill our Bazukullu. Unfortunately, some of this money has been misused, swindled or diverted by the local actors at the districts. The philosophical construct of the public accountability against corruption is what I am recommending. 

With emergence of Patriotic League of Uganda (PLU) under the wise leadership of our Chairman Gen. Muhooze K. Museveni, we can consistently with empirical evidence argue that, government intervention against corruption amongst the civil servants is becoming more productive. The “Balaamism” we are witnessing in its logic…. ideologically it represents the “conceptions of national consciousness, patriotism and a sense of nation building” towards service delivery. It is about bringing back the Local Government (LG) into the Money Economy for Social and Economic transformation. Ontologically, it should be our civic responsibility to support in monitoring all the government programs for effective service delivery. I would say that, what PLU is doing under the Wise Leadership of the CDF Gen. Muhoozi Kainerugaba is to establish what we called “the people’s economy”. In other words, it is absolute virtue in promoting the common good, enhancing the quality of services delivery and efficiency in the public service.   

We must applaud PLU because it is currently promoting civic virtue, which is the tenant of social democracy. It is the time for a new agenda focusing on spreading social accountability, wealth creation and socio-economic transformation. The time for the commercial civil servants is gone; it is time for service delivery. We must continue protecting the gains achieved by NRM in the last 39 years in promoting the development of our people. PLU with its pressure groups at the grassroots level is ready to challenge the material existing conditions of the civil servants at the District Local Government (DLG). It is time to strengthen the means of production and relations of production (the ways the society structures the relations between individuals, particularly through the division of labor: Every civil servants must account to the citizens), which together make up the mode of production which is the essential claims for the ‘redistribution’ of services to the citizens. The traditional civil servants who has been promoting corruption with high appetite and selfishness of public funds must account for it now! The PLU approach is about building civic character. This is “the locus of virtue,” from the civil servants approach to the civil promotion of common good.

The problem yet to be solved is how to sustain the civic virtue in a market economy. The question is what kind of demands are going to be placed on citizens, civil servants, political leaders, and their political behavior? Are they ready to champion the agenda of the PLU? Are the citizens ready to be more engaged, more community-oriented, more cooperative, and more virtuous? Can we say the Colonial civil servants are ready to dissolve the tension between commerce, corruption, and virtue and service delivery? The answers to these questions is the need to promote social value, public accountability and responsibility in public service. In Conclusion: We must continue identifying good and responsible cadres, mobilizing the critical masses from super-structure to functional base structure in order to counteract the social actors sabotaging the government programs through corruption.
