Kichope Residents Fear Land Grabbing Over Former Amin Intelligence Officer Claims

LIRA CITY WEST - Residents of Kichope Ward in Lira City West Division have raised concerns over alleged attempts by a group of people to take control of land in the area, with some residents linking the dispute to Adam Bin Dusman, who they say served as an intelligence officer during the government of former President Idi Amin Dada.

The concerns emerged during a meeting between Lira City Resident City Commissioner (RCC) Emmy Lawrence Egole and leaders from two parishes in Lira City. 

Isaac Okello,a resident in Kichope,told the meeting that the activities surrounding the alleged land claims have created fear among residents and could undermine peaceful coexistence in the area.

 Okello appealed to the RCC to intervene and help ensure that the matter is resolved before it escalates, alleging that some of the individuals involved have been attempting to take control of land belonging to residents.

He further asked the authorities to investigate the claims and establish the rightful ownership of the disputed land, noting that the allegations have continued to cause concern among residents. 

However, Kichope cell LC1 Chairperson Thomson Obote said the people involved had returned to meet local leaders over the land dispute. Obote said residents had been advised that if the claimants wanted the land returned to them, they should first identify and return the people they had killed.

Meanwhile,Sam Okello, the LC2 Chairperson of Odokomit Ward in Lira City West Division, said he received the report on September 14, 2026, and subsequently approached Lira City authorities to seek assistance in resolving the matter. Okello said local leaders were engaging the affected parties to prevent the dispute from escalating,stressing that residents should not live in fear because of a land dispute.

Odokomit Ward Councillor Okello Adeka also accused the family of late Adam Bin Dusman of allegedly pursuing the land matter in a manner that has caused concern among residents. Adeka,however,expressed hope that the intervention of RCC Emmy Lawrence Egole would help resolve the dispute peacefully and restore calm in Odokomit Ward.

 Lira City West Division Mayor Emmanuel Ebong Opeto urged residents not to panic, saying the city and division authorities are prepare to work with residents to protect their land rights and prevent unlawful land takeovers.

RCC Emmy Lawrence Egole told residents that they should ensure they have proper documentation for their land to protect themselves against individuals who may attempt to claim ownership without lawful grounds.

Egole said the city authorities would work with relevant stakeholders to maintain peace and ensure that land disputes in the affected wards do not result in conflict. 

According to a document presented by the family of the late Adam Bin Dusman,the land being claimed is reportedly located along Ogwang'uzi Road, Juba Road and around the Adyel Primary School area. 

The authorities are expected to examine the competing claims and establish the lawful ownership of the disputed land before any further action is taken.
